Subject: Meeting-Debate on Integrated Network Hospital-Territory. Strategic role of nurses.

"Gent.ma Dr. Baraldi,

first want to thank you for the opportunity given to the nursing profession to debate these days on issues underlying the debate on the reorganization Health Abruzzo.

While not hiding the difficulties that the profession we represent is living in this region (unsustainable workloads, non-recognition of professional skills, lack of professional level organizational models, etc.), we can say certainty that nurses Abruzzo intend to play an active role in this path of change, knowing that it is a great opportunity for all people entrusted to their care every day, so as to obtain adequate levels of health care.

In light of the above is necessary, however, a precise clarification on some points that we appear to no longer be postponed:

• The strategic role of nursing can not be separated from the application in our region of national standards, as has already provided in the RDP 2008-2010, which the Law 251/2000 , as regards the establishment of departments of nursing and leadership roles required of its forecast, the Law 43/2006, as regards the allocation of nursing staff for coordination and expertise. How to implement these rules in the Operational Plan 2010?

• The Welfare Department what role is reserved in the context of the organizational model all'infermieristica so-called "complexity and clinical care" ?

• The regional network has a specific role for nursing, through the activation of outpatient nursing and recognition of the role of nurse family, or the system should ensure that the desired Continuity of care is still hospital-territory based solely on a physician-centric model ?

• How to positively affect nursing basic education, post-basic and continuing without an update of the Memorandum of Understanding-University Region which can overcome some problems have emerged in recent years of application and open the road, through practical support to research, the modernization of nursing in our region?
